[Dx-qsl] QSLs not accepted by ARRL

I apologize if I gave the impression that I didn't think the operation was
legitimate. I'm not doubting the legality; what I meant to say was that the
DXCC desk wants to see the appropriate documentation before they will accept
any YA4F cards for DXCC credit. That is standard procedure for stations
operating from certain "rare" spots and I'm sure Nick knows about that.
