[Dx-qsl] QSLs not accepted by ARRL

I emailed Nick myself.He replied right away that he was operating YA4F
and the qsl manager is his home call, G4KUX.As to the ARRL approval,I
dont know that answer.Might have to email the dxcc.org,but it isa good
