The USPS does not operate like that. What is in the Domestic Mail Manual is
the way it is. The USPS is a non-profit business and there are no "powers
that be gently pushing anything".
The IRCS are just as good as they ever were in the US and elsewhere. Why
all the scare tactics on the IRC's as they have provided a wonderful amateur
radio exchange medium for over 25 years that I have been using them.

What i see is perhaps a gentle "push" to get us to get
our old IRC's off the market soon and get converted to
the new ones..just in case the powers that be decide
there IS a cut-off date for the old coupons.
