Well, it's understandable that a "gentle push" may be underway to convince
us to cash in the old IRC's. But... there's a good way to do it, and a not
so good way to do it. Misquoting USPS regulations (I'm sure accidently) is
not a good way to do it.

What i see is perhaps a gentle "push" to get us to get
our old IRC's off the market soon and get converted to
the new ones..just in case the powers that be decide
there IS a cut-off date for the old coupons.
