The following is excerpted from this weekend's update notice from the
Midway-Kure DXF regarding outstanding QSL's for their operations:
The U.S. Post Office has changed the rules regarding the use of IRC's,
especially older ones. Those older than 7 Jan 01 are not redeemable
for sufficient postage for "Air Mail" delivery to most foreign
destinations.
First I've heard of this. Any of the USPS-affiliated list members know
anything about it?
