I can't explain the 1ドル.75 but I've been told that the reason for 2 IRCs
in some jurisdictions is that they are just following the international
postal rules !!!
An IRC covers the postage for one First Class Air Mail letter. 
The issue is, in the good old USofA that is one ounce. Here is the rub,
in Germany for example a first class Air Mail letter cannot exceed 20
grams!! Errr ... 20 grams is 0.7 ounce!!! Hmmmm !!! That means 2 IRCs
are required to mail 1 ounce letter. Eureka!! We gotta change the QSL
system to now control the weight as well as the size of the card...... 
What next ?
