[Dx-qsl] question about qsling

The ARRL web site says you cannot "Note: The ARRL QSL
Service cannot be used to exchange QSL cards within
the 48 contiguous states."
Can I send cards directly to the "incoming" bureaus if
I don't mind cards returned via the bureau? For
example, I worked TI9M. The manager is AK0A. Bill says
to qsl by CBA or by buro. The zero (10th district)
incoming qsl bureau is in Kansas.
I can also see where qsling that way might not be as
appreciate because I would not be donating a GS for
the dxpedition cost or return postage. Just wondering
what others think about this. Also, what happens if I
send a card marked TI9M to the ARRL outgoing bureau?
Where would it end up? Thanks.
