I've had this happen quite a few times too -- usually from Russian and
Yugoslav cards returned. At least I can afford it a little better than
someone like you can, but that still doesn't make it right.
I wouldn't mind it so much if the DX stations would at least put in a note
say "please do me a small favor" or something like that. That I've never
seen. I've also seen it go from the DX throwing in some cards for other US
amateurs from his own station, to cards from unknown other DX to other US
stations.
The kicker, tho, is that by sending the cards to the circular file, you're
penalizing the US ham the card was meant for -- and that person could be the
innocent bystander in the whole mess.
One or two cards every now and then is one thing. But if it gets out of
hand, and you end up with dozens of cards to resend, then I'd suggest
sending the whole mass to the ARRL with an explanation, and ask that they
distribute the cards into the incoming bureau system (unless of course all
the cards are for one call district, then I'd send the cards to that
bureau). I'm sure they'll process them along with everything else.

I have to assume that that the US ham did not provide and IRC or GS or maybe
did and the DX station is using this as a means of refilling his kitty or
possibly he has to pay to use the qsl his bureau also. This isn't the first
time I have had this happen but when I send my own GS or IRC and I have to
pay postage for several others the next time it happens they go in the
circular file.
