[Dx-qsl] Received today

I have to assume that that the US ham did not provide and IRC or GS or maybe
did and the DX station is using this as a means of refilling his kitty or
possibly he has to pay to use the qsl his bureau also. This isn't the first
time I have had this happen but when I send my own GS or IRC and I have to
pay postage for several others the next time it happens they go in the
circular file.
