[Dx-qsl] eQSL policy changed

as i read the new procedure, you really don't have to upload a complete log
for any time period, just upload the data for the particular qsls that show
up in your inbox so you have a matching qso to confirm...
a bit more research thru the log, and manual entry of a few qso s instead of
autoloading a full log range, but it gets you the cards you may want.
