The big difference is that there are substantial donations sent with QSL cards. Those funds are used to help pay back what can be significant DXpedition costs. Why would a DXpedition upload the logs and miss this means of obtaining funding. If you received an electronic QSL, would you, out of the goodness of your heart, send a donation to the team on it's own?
This is why, my guess, logs from major dxpeditions will not go to an electronic medium until this is solved. I used to think contest logs might make the cut, but even then, I'm able to improve the station of many contest stations annd pay for some pretty nice cards from the occasional greenstamp.
Just some food for thought...
