Hello Durwydd,
If you're talking FM only a few miles, anything above ground level
will work. In general though, the higher the better. On 6m ssb, I've
talked to east, west and gulf coasts from northern Minnesota on either
a car mounted 1/4 wave or a single quad loop just a few feet up using
10 watts when the band is open.
