Just one more point: What I am upset about with respect to the RF regulations is that if you don't comply and your next door neighbor got cancer, you could be on the 
other end of a lawsuit. Therefore, I would do the best to see that my station complied. I don't know if I would ever want to show in my logs that I ran over 100 watts. But, 
this post is simply the rantings of a lawyer who sees a lot of frivilous lawsuits. One of the things that I do is carry an umbrella insurance policy, which is pretty cheap, to 
cover me from stuff like that. Anyway, there is the medical reason you may or may not want to comply with the regulations and perhaps the liability reason. Sad, but true.
