[Antennas] Comments on the Derringer Antenna

I saw this antenna in the latest CQ Mag [December issue, page 99]. I was wondering what the DB would be for this antenna? Because of my very very limited situation, I thought this would be a great antenna for my HF station. If I can't find a decent antenna for this troubled problem I'm in there really isn't any purpose for me even to go and buy an HF rig or even think of getting into HF at all. So your help is greatly appreciated.
