Should be free. Reel ends are generally stored at one of their
facilities and then shipped to metal recyclers who treat it as
polluted (not the specific term they use) metal because the
metal has to be physically separated from the insulating material
and if different metals are used those have to be separated as
well.
You would do well to strike up a conversation with the boss of
a job they are doing and ask if they will just drop a mostly-used
reel at your house on the way home at the end of the day.
The reel ends are worthless to them because what is left is too
short for normal use.
