As a landlocked country in East Africa, Uganda's growth trajectory is vulnerable to multiple risks. It hosts the largest refugee population in Africa – with over 2 million refugees and asylum seekers from South Sudan, the Democratic Republic of the Congo, Sudan, Somalia, Rwanda, Burundi and elsewhere.

Despite a progressive policy that provides land and freedom of movement, refugees face significant livelihood, food security and economic constraints.

The 2025 Human Development Report ranks Uganda 157 out of 193 countries, and the 2025 Global Hunger Index classifies its level of food insecurity as "serious". About one in four children is stunted – with impaired growth due to poor nutrition – with the situation most acute in refugee reception centres and in the semi-arid Karamoja region.

A volatile geopolitical environment could weigh on investment and exports, while more frequent droughts and floods heighten the vulnerability of smallholder farmers.

The Karamoja subregion is now experiencing its most severe dry spell in years. Prolonged drought, widespread crop failure and rising food prices have pushed 620,000 people into crisis-level hunger. Needs are expected to deepen as El Niño conditions curtail the August–October planting season.

The World Food Programme (WFP) works with the Government of Uganda, UN agencies and partners to meet immediate food needs and build longer-term resilience: cash and food for refugees, school meals, nutrition support for children and pregnant and breastfeeding women, market access for smallholder farmers, and humanitarian logistics.

WFP also helps refugees and host communities become self-reliant, and strengthens national systems to respond to shocks.

What the World Food Programme is doing in Uganda

Crisis response

Uganda hosts more than 2 million refugees, with over 147,000 registered in 2025, including 75,000 from the Democratic Republic of the Congo. New arrivals get hot meals at transit centres, then cash or food once registered. WFP rations by vulnerability: new arrivals receive a full US12ドル/person/month, the most vulnerable 60 percent, moderately vulnerable 30 percent, and support to the least vulnerable is phased out. Declining funding cut those assisted in 2025 from 1.6 million to about 663,000, raising food insecurity. Since May 2026, WFP has also supported Uganda's Bundibugyo Ebola response — providing meals plus logistics for WHO and the Africa Centres for Disease Control and Prevention.
