2. The Saiban-in Appointment Procedure
First, a list of lay judge candidates is create based on voter lists.
Lay judges are randomly selected from the list of candidates for each case.
In addition, although the voting age was lowered to 18 years of age through a partial revision (effective on June 19, 2016) of the Public Offices Election Act, lay judges are, for the time being, appointed from among those who will be 20 years of age or older.
