Minister of Justice of Japan participated in the 1st ASEAN-Japan Law Minister’s Meeting.
Mr. HIRAGUCHI Hiroshi, Minister of Justice of Japan, participated in the 1st ASEAN-Japan Law Minister’s Meeting held in the Philippines on 15 November 2025.
【Overview】
The 1st ASEAN-Japan Law Minister’s Meeting was held in Manila, Philippines, on 15 November 2025. This meeting serves as a platform to continue ministerial-level dialogue in the field of law and justice, established at the ASEAN-Japan Special Meeting of Justice Ministers hosted by the Ministry of Justice of Japan in 2023. It is held regularly in conjunction with the ASEAN Law Minister’s Meeting (ALAWMM), which takes place every other year.
This meeting is of great significance for Japan, as it provides an opportunity to expand and strengthen our cooperation with ASEAN member states in the field of law and justice — which has been conducted on a bilateral basis — into a multilateral framework. Through this effort, Japan aims to further contribute to the promotion of the rule of law in the ASEAN region.

In addition, Mr. HIRAGUCHI held talks separately with H.E. Edwin Tong, Minister for Law and Second Minister for Home Affairs of the Republic of Singapore and H.E. Nguyen Hai Ninh, Minister of Justice of the Socialist Republic of Viet Nam, exchanged views on issues in the field of law and justice.

Additionally, prior to this meeting, Mr. TSUTSUMI Yoshiyuki, Assistant Vice-Minister of Justice, attended the 4th ASLOM-Japan Consultation held in Manila, Philippines on 12 November 2025.
This meeting was held in conjunction with the ASEAN Senior Law Officials Meeting (ASLOM), which provides a forum for discussions at the working level (Director-General level) on cooperation in the field of law and justice within ASEAN.
