Diplomatic notes for the entry into force of "the Agreement between Japan and the Italian Republic on Social Security (hereinafter referred to as “Agreement”) (signed on February 6, 2009) were exchanged on January 12, 2024 in Tokyo. Following this exchange, this Agreement will enter into force on April 1, 2024.

  1. For the employees temporarily sent from Japan to the Italian Republic as well as those temporarily sent from the Italian Republic to Japan, there is currently a problem such as being subject to compulsory coverage under the pension systems of both countries, which cause dual payment of insurance contribution in both countries. Under this Agreement, which is mainly aimed at solving this problem, those employees temporarily sent from either country to the other will be covered in principle, only by the pension system of the former country provided that the period of such detachment is not expected to exceed five years.those employees temporarily sent from either country to the other will be covered in principle, only by the pension system of the former country provided that the period of such detachment is not expected to exceed five years.
  2. It is expected that the entry into force of the Agreement will reduce the burden imposed on companies and employees and further promote people-to-people and economic exchanges between Japan and the Italian Republic.
  3. This Agreement will be the 23rd social security agreement for Japan.

Japan has concluded social security agreements, effective as of 12 January, 2024, with 22 countries: Germany, United Kingdom, Republic of Korea, United States, Belgium, France, Canada, Australia, The Netherlands, Czech Republic, Spain, Ireland, Brazil, Switzerland, Hungary, India, Luxembourg, The Philippines, Slovak Republic, China, Finland and Sweden. (The agreements with United Kingdom, Republic of Korea, and China, as the same with the new agreement with Italy, do not include totalization provisions.)
