Issue DECLS-AND-DOC Writeup

The vote on this was kind of strange. At the X3J13 meeting, a subcommittee

of Barrett, Loosemore, and Pitman was empowered to `fix things'.

See the associated mail for how that was done. Currently there is no write-up

of what we did.
