ITU-T Study Group 11 - Signalling requirements, protocols and test specifications

A Working Party 4/11 (Conformance and Interoperability (C&I) testing) meeting was held in Sophia Antipolis, France in the afternoon of 24 March 2016 at the ETSI headquarters and was attended by 19 delegates from 7 countries. It was preceded by rapporteurs meetings of Questions 2, 10, 11 and 15/11 as well as ETSI TC INT "Core Network and Interoperability Testing" meeting. Along with face-to-face meetings, most sessions from various Questions or joint Questions meetings were supported by remote participation capabilities.

3     SG11 restructuring in view of WTSA-16
The updated texts for the Questions under WP4/11 were discussed among participants. The WP4/11 chairman will submit related proposals to the special session on restructuring planned in April 2016.

4     Other Conformance and Interoperability (C&I)-related outcomes
4.1  Internet speed quality measurement:
Draft Recommendation Q.3960 (ex. Q.FW_Int_sp_test) "Framework of Internet speed measurements for the fixed and mobile networks", is under AAP comment resolution. This framework targets internet speed measurement from an end-users perspective. Q15/11 meeting was mainly devoted to discuss the comments received during the AAP Last Call and how to address them. The joint meeting with ETSI TC INT was instrumental to make progress on the updated draft Recommendation which will be discussed with SG11 comments submitters electronically. SG11 will continue developments in this area. A draft Recommendation on Methodology is also in progress. To be noted that these are a joint work with ETSI TC INT.

4.2  Framework of interconnection of VoLTE/ViLTE-based networks
Following the results of the Workshop on Voice and Video over LTE, which focused on the current issues related to interconnection and interoperability of VoLTE/ViLTE-based networks, SG11 started a new draft Recommendation, "Framework of interconnection of VoLTE/ViLTE-based networks". This Framework aims to provide a gap analysis of the current standards used for interconnection as well as to specify service scenarios for interconnection. ETSI TC INT is also working with ITU-T on this issue. The draft Recommendation was updated during the previous Rapporteur meeting of Question 2/11. The updated draft is to be found in TD 1107 (GEN/11).
Question 2/11 also decided to send two outgoing liaison statements on this topic as follows: 

 4.3     Standardization work plan for SIP-IMS
The following table shows the list of agreed outgoing liaison statements.
SG11 advanced and updated the standardization work plan for SIP-IMS, to be found in TD 036 (WP 4/11) equal to TD 1161 (GEN/11). It includes standards of requirements and relevant test specifications of basic call and some supplementary services, which are applied to fixed networks. SG11 collaborate with ETSI TC INT on this subject.
