Thank you, Mr. President.

People everywhere aspire to stability, opportunity, and dignity.

The Vienna Declaration reminds us that justice and the rule of law are the foundations of human rights and development.

At the International Development Law Organization (IDLO), we see this every day. Where justice systems are accessible, fair, and accountable, people can claim their rights, governments can deliver on their promises, and societies prosper.

We work with States, civil society, and communities to strengthen institutions, empower justice seekers, and make laws work for people.

Yet justice remains one of the most underfunded areas of development finance. It receives less than 2% of Official Development Assistance, at the same time as 5 billion people worldwide face unmet justice needs.

We are financing the symptoms of instability, but not the cure.

This gap is most dangerous now, as conflicts reach record levels and institutions struggle to respond. The Vienna Declaration’s call to strengthen justice is not just a principle — it is a lifeline for peace and prosperity.

IDLO urges States to close the justice funding gap and anchor their development efforts in the rule of law.

IDLO will continue working with governments, civil society, and international partners to uphold the values of the Vienna Declaration and turn them into benefits for people.
