Research Implementation
ERCA, a funding agency of the ERTDF, contracts and distributes the research funds to researchers.
Having various committees, ERCA calls and adopts a new research project, and conducts interim and post-project evaluations.
The followings are conducted by MOE:
- Discussion and formulation of basic policies of the ERTDF.
- Formulation and presentation of governmental policy ('Administrative Needs').
- Utilization of the result for environmental policy.
- Management and evaluation of the ERTDF system.
Research Implementation Structure

A research project can be conducted by two or more researchers, or research organizations.
The Principal Investigator of the project is totally responsible for correspondence during the examination process.
After a project is adopted, the Principal Investigator will be responsible for making the research plan, coordinating the research conduction, and managing the whole progress status.
The ETRDF provides a financial support by a expenses for commission or a grant, depending on the category of the proposal or the type of research organization.
In the case of a expense for commission, the institution of the Principal Investigator makes a contract with ERCA, and conducts the research project in accordance with the agreement.
A Collaborative Institution that a sub-theme of the project conducts makes individually a commission research contract with that of the Principal Investigator.
Program Officer's Role
During the research period, basically a Program Officer (PO) is assigned to each project, and PO checks the project progress status and follows up the result of interim evaluation.
PO mainly conducts the following jobs:
- Checking a research plan and providing a advice to a researcher.
- Monitoring the research progress status.
- Consulting for a Principal Investigator.
- Advising to make a research result good enough to a contribution for governmental policy and recommending to MOE.
- Attending a Kick-off meeting, 'Advisory Board' meeting and other meetings.
- Managing and supporting 'Innovative R&D (for Young Scientists)' program.
