COMPLAINTS
The Office of the Special Project Facilitator (OSPF) registered 17 complaints in 2021. All of these were deemed ineligible for the problem-solving process due to lack of good-faith efforts by the complainants to resolve their issues with the concerned ADB operations departments.
The ADB Accountability Mechanism is a last-resort mechanism, and the concerned ADB operations department is required to try to address the issues raised in the complaint before it is elevated to the ADB Accountability Mechanism.

The complainants were the owner and the manager of an elephant camp. They alleged that soon after the ADB-assisted project had rehabilitated the roads in 2020, the banana plantation started operations along the roads, without the requisite approval from the relevant provincial authorities.
