Call for Research Papers on Climate Change, Debt Management, and Monetary and Fiscal Policy Design

The design of monetary and fiscal policy has become increasingly challenging for emerging Asian economies in recent years because of multiple global challenges such as geopolitical tensions, the COVID-19 pandemic, unconventional monetary policies in advanced countries, volatile capital flows, shifts in commodity prices, climate change, and the rise of digital finance, etc. Among them, climate change has emerged as a critical factor that has significant implications for emerging economies for debt sustainability and management, and the design of monetary and fiscal policies to maintain sustainable growth.

The Asian Development Bank Institute (ADBI) is seeking research papers on key topics related to climate change implications on debt sustainability and management, and the design of monetary and fiscal policy, with a focus on economies in Asia and the Pacific. Authors of selected papers will be invited to participate in a one-day workshop to be cohosted by ADBI, the Asian Development Bank (ADB), the Asia-Pacific Applied Economics Association (APAEA), and Guangdong University of Finance and Economics (GUFE), to take place on 26 July 2024 in Bangkok, Thailand. Upon satisfactory revision of the papers after the workshop, they may also be eligible for submission to an SSCI-listed academic journal.

Research paper topics of interest may include, but are not limited to:

  • Climate Change and Inflation
  • Climate Change and Systemic Financial Risk
  • Climate Change and Economic Growth
  • Climate Change Implications for Monetary Policy Design
  • Climate Change and Implications for Fiscal Policy Design
  • Climate Change and Debt Sustainability
  • Climate Change and Exchange Rate Management
  • Climate Change and Macroprudential Policy Mix

Submission Procedure

Authors should submit full manuscripts not ordinarily exceeding 8,000 words in length, inclusive of references, tables, and figures (including references, tables and figures) via this link by 10 June 2024. Papers must include:

  • Title and abstract of 150 words
  • Author(s) and affiliation(s) and email(s)
  • Description of research objective and original contribution
  • Data and methodology
  • Analysis and discussion of results
  • Expected implications for debt management, fiscal policy and/or monetary policy

Arrangements for Selected Papers

All paper submissions must be unpublished and original and should not be under consideration for publication elsewhere. Authors of selected papers only will be notified before 25 June 2024.

For selected authors who are citizens of Asian Development Bank member economies, ADBI will cover the cost of return flights (economy class) and two-night hotel accommodation.
