Summary
The Asian Development Bank Institute (ADBI) and the Global Asia Insurance Partnership (GAIP) are jointly implementing the Capacity Building for Risk Resilience Program (CBRRP) for ASEAN+3 countries to strengthen risk awareness and deepen understanding of risk management and resilience amid growing climate, health, epidemic, and disaster risks.
Launched in 2024, the CBRRP supports policymakers and technical officials through a series of workshops and webinars focused on identifying protection gaps, developing practical solutions, and enhancing national resilience.
The first in-person Workshop on Risk Resilience and Protection Gaps was held in November 2024, emphasizing the need to address protection gaps to reduce fiscal exposure and economic vulnerability to disasters. During April–September 2025, the Webinar Series on Risk Resilience and Protection Gaps for working-level officials, explored tools and solutions for addressing protection gaps. This was followed by the Webinar on Developing National Protection Gap Strategies in October, which provided practical guidance for designing country-specific strategies.
The final component of the program, the second in-person Workshop on Developing National Protection Gap Strategies, brings together senior policymakers to discuss frameworks, key considerations, and tools to support national strategy development, with the aim of strengthening institutional capacity, enhancing understanding of disaster risk financing, and promoting coordinated approaches to reducing protection gaps and boosting resilience across the ASEAN+3 region. This workshop is carried out in collaboration with the Hong Kong Monetary Authority (HKMA).
Objectives
- Deepen senior policymakers’ understanding of the role of insurance and other financial instruments in strengthening national and regional resilience.
- Enhance the capacity of ASEAN+3 senior finance officials to develop and implement effective strategies and solutions to address protection gaps.
- Foster networking and knowledge exchange among ASEAN+3 finance officials to promote continued dialogue and collaborative action on risk management policies and resilience strategies.
