Fuel Efficiency Standards for Passenger Vehicles in FY2030 Formulated

On March 31, 2020, the Standards for Determining Businesses Manufacturing Energy Consumption Machines Concerning the Improvement of the Passenger Vehicle Performance in Terms of Fuel Consumption (Public Notice of the Ministry of Economy, Trade and Industry and the Ministry of Land, Infrastructure, Transport and Tourism No. 2 of 2013) and a related ministerial ordinance was promulgated for enforcement. The ministerial order and notice stipulate new fuel efficiency standards for passenger vehicles for which FY2030 has been set as the target year.

The new fuel efficiency standards require manufacturers to improve the fuel efficiency of their vehicles by 32.4% compared with the actual fuel efficiency in 2016. The scope of regulation will be expanded to cover electric vehicles and plug-in hybrid vehicles for the first time.

On June 25, 2019, a council established by the Ministry of Economy, Trade and Industry (METI) and the Ministry of Land, Infrastructure, Transport and Tourism (*1) for the purpose of discussing the regulation of vehicle fuel efficiencies adopted a report with respect to the new fuel efficiency standards for passenger vehicles, which had been under consideration since March 2018. Following the adoption of the report, on January 21, 2020, a Cabinet decision was made on the Cabinet Order for the Partial Revision of the Order for Enforcement of the Act on the Rational Use of Energy.

At this time, necessary revisions have been made to a related ministerial order (*2) and public notice (*3) to formulate new fuel efficiency standards for passenger vehicles for FY2030.

1. Outline of the new fuel efficiency standards

The new fuel efficiency standard value:

  • The fuel efficiency standard value = −0.00000247×М2 − 0.000852 × М + 30.65

    M: Vehicle weight (kg)
    However, when M is more than 2,759 kg, the fuel efficiency standard value should be 9.5.

To evaluate the achievement concerning the fuel efficiency standards, the Corporate Average Fuel Efficiency standards formula (CAFE formula) should be used as in the case of the current standards.

Targets of the new standards: Gasoline vehicles, diesel vehicles, LPG vehicles, electric vehicles, and plug-in hybrid vehicles (underlined vehicles are newly targeted)

Calculating energy consumption efficiency rates (fuel efficiency values):
METI has adopted a “Well-to-Wheel” approach in assessing energy consumption efficiency rates. This approach takes into account the upstream energy consumption efficiencies of vehicles before electricity, gasoline or other fuels are supplied to vehicles, so that the fuel efficiency value of electric vehicles and plug-in hybrid vehicles can be compared with that of gasoline vehicles and other conventional vehicles.

2. Promulgation and enforcement

Date of promulgation: March 31, 2020
Date of enforcement: April 1, 2020

The items indicated with respect to newly targeted types of vehicles, including electric vehicles, are scheduled to be applied starting on April 1, 2021, after a one-year transition period.
