New International Resource Strategy Formulated
March 30, 2020
The Ministry of Economy, Trade and Industry (METI) formulated a New International Resource Strategy in light of great changes in environments surrounding Japan’s policies for resources and fuels.
1. Overview
The Natural Resources and Fuel Committee pointed out in its report compiled in July 2019 that Japan should formulate a new international resource strategy as early as possible while observing the principle of “3E+S,” i.e., energy security, economic efficiency and environment plus safety, an essential axis of Japan’s energy policies, as it is facing great changes in environments surrounding the policies for resources and fuels.
Following this, the Petroleum and Natural Gas Subcommittee and the Mining Subcommittee, both of which are bodies under the Natural Resources and Fuel Committee, held a joint meeting and, in February 2020, the Natural Resources and Fuel Committee submitted a report on recommendations for specific future directions of the strategy.
Based on the recommendations, METI formulated a draft version of the New International Resource Strategy. Following this, it opened a call for public comments on the draft version from March 12 to 25, 2020, and, as a result, received 16 opinions.
Against this backdrop, METI formulated a final version of the New International Resource Strategy, in which these opinions and METI’s approaches to and views on these opinions are reflected.
