SME & Regional Economic Policy

In light of the current situation where SMEs and small enterprises across Japan have been facing tight situations in financing as they are affected by the novel coronavirus disease, the Ministry of Economy, Trade and Industry (METI), in the fourth quarter of FY2019, twice revised the industries designated as those subject to No.5 Safety Nets for Financing Guarantee and added 356 industries in total as target industries, and as a result, 508 industries are now subject to No.5 Safety Nets for Financing Guarantee.

Taking into consideration the business conditions by industry, METI decided to designate 587 industries as those subject to No.5 Safety Nets for Financing Guarantee in the first quarter of FY2020.

As for the industries subject to No.5 Safety Nets for Financing Guarantee (see Appendix 1) from April 1 to June 30, 2020, METI designates those shown in the Appendix (see Appendix 2).

METI will publish a public notice on the industries that have been designated as subject to No.5 Safety Nets for Financing Guarantee in the official gazette at a later date. Prior to this, on March 23, 2020, respective Credit Guarantee Corporations will open consultation counters for businesses to explain the No.5 Safety Nets for Financing Guarantee. Please contact your closest Credit Guarantee Corporation for further information.

If you wish to make use of No.5 Safety Nets for Financing Guarantee, the head of your municipality must certify the decline in sales and other revenues impacting your company. Please contact the local municipality offices.
