Additionally, it makes it easier for the system to trigger blocking, rate limiting and anti-recidivism protection anti-recidivism protection in case if asker intends to persist in asking inappropriate questions like that, for example in order to use Programmers as a proxy for Stack Overflow.
Vote delete serves same purpose as vote down, to help system act in case if there's intended and persistent misuse.
