How to handle enqueued scripts and styles? #1981

Hi,
I'm trying to enqueue the scripts and styles from plugins in WordPress, and based on this issue on GitHub, it seems like a viable solution. However, sometimes I only get the scripts/styles for the specific page, not the "global" ones. Has anyone managed to get this working?
