Submodules (Rev #3)

Submodules are a Fortran 2003 extension and are part of the Fortran 2008 draft. Compiler vendors are not required to implement submodules for Fortran 2003 compliance, but they will automatically become part of Fortran 2008, along with any technical corrections that may be deemed necessary.
