Kind of. Maybe? I don't want to give too much of what I think it is away, but uh —
The idea behind Hyakumonogatari Kaidankai is that you tell all these scary stories, and with each tale, you create the right context for an even scarier story to appear — one that's real. Each story is, in a sense, one part of a multi-part evocation to summon a terrifying spirit. Basically: Hear enough scary stories and one might actually emerge.
3117 is something similar: A trap for people who consume scary stories. And both the Foundation and the GOC are full of scary stories — which means this story, whatever it is, would be scary as heck.
ETA: To clarify:
You are a Foundation researcher. You have read a lot of articles like this, and therefore have effectively read a lot of scary stories.
Now you read this one. This one, which is all about a scary story summoned by scary stories you know.
You are fucking boned.
Ahhh. The horror works on multiple levels, because the way you described the Foundation personnel also applies to members of this site. Gaaaaah.
I actually expected that twist to happen, but there was a solid sense of unease and dread I got from reading this that I'd forgotten it by the end. Good choice to have very little context for what was going on.
