GSC is an unincorporated voluntary organization dedicated to enhancing global cooperation and collaboration regarding communications standards and the related standards development environment. GSC is not a standards development organization and therefore will not develop standards.

GSC-22​ was hosted by IEC and ISO on 26-27 March 2019 in Switzerland.

The Governing Principles of GSC were updated in 2014. Membership in GSC is open to member-based organizations that are recognized or accredited to develop communications standards. GSC meets approximately once a year, hosted by the GSC members in rotation. ITU is the repository of GSC-documents from past meetings.

The idea to provide a platform of dialogue among senior officials from standards bodies was born in Fredericksburg, Virginia, in 1990. GSC events provide a strategic opportunity for dialogue among senior officials from national, regional and international standards bodies in support of the work of ITU.
