ASPBAE organized a "CSO Orientation and Updating M ASPBAE organized a "CSO Orientation and Updating Meeting on the Spotlight Report for 2027" on 29th of July 2026, which aimed to discuss the concept note and outline of the 2027 Civil Society Spotlight Reports on SDG 4, and share updates on the 2027 regional and global SDGs and SDG 4 processes, including the upcoming 7th Asia Pacific Meeting on Education 2030+ (APMED7) and the Global Education Meeting (GEM). This provided an important space to exchange updates and plans on ASPBAE’s and its members’ engagements in these processes. ASPBAE’s Lead Policy Analyst, Rene Raya, discussed the important transnational, intergovernmental SDG 4-SDGs events that will take place in 2027, along with the concept note and outline of the 2027 Civil Society Spotlight Reports on SDG 4. ASPBAE’s Regional EOL Coordinator and Gender Focal Point, Maya Bans Cortina, highlighted key points to be considered in the Spotlight Reports from the gender lens, while ASPBAE’s Advocacy and Youth Engagement Officer, Lae Santiago, presented the proposed outline of the Asia Pacific Youth Reports on SDG 4. Participants include representatives of national education coalition members from AFE Mongolia, ANECO Afghanistan, CAMPE Bangladesh, CSEP Timor-Leste, E-Net Philippines, JNNE Japan, NEW Indonesia, NCE Nepal, PCE Pakistan, PEAN Papua New Guinea, COESI Solomon Islands, VAEFA Vietnam, and VANGO Vanuatu. Also joining were representatives of the Oxfam-Denmark Regional Management Unit (RMU) under the Education Out Loud (EOL) Program and Access Planet Nepal, a partner of the Feminist Network for Gender Transformative Education (FemNet4GTE). Since 2016, ASPBAE, as a regional network, has been engaging the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs) processes at the regional and global levels to advance advocacy efforts to achieve the full SDG 4 agenda within the wider SDGs. With the 2030 deadline approaching and SDG 4 up for in-depth review by governments in 2027, ASPBAE is keen on amplifying the civil society voice - from local, national, and transnational levels - in ensuring that no one and no target is left behind in education. #LeadingSDG4

As we close out July, we celebrate another month of learning, connection, and shared ideas across the region! The ASPBAE virtual Learning Collaboratives this past month brought together members and partners to exchange experiences, explore digital tools, and discover new possibilities for strengthening education advocacy online to help us connect with wider audiences and create greater impact. 📱 Organisational Strengthening: Online Engagement for Increased Visibility and Impact (02 July 2026) Co-organised with ASPBAE Members in the South Pacific Sub-Region 💻 Unlocking Digital Tools for Nonprofits | (08 July 2026) Co-organised with the Vietnam Association for Education for All (VAEFA) Across both sessions, participants explored how digital tools can amplify advocacy, reach wider audiences, and strengthen work for education. The conversations also focused on building practical skills to manage digital presence, promote organisations, and use social media for advocacy and resource mobilisation. We also reflected on how AI and digitalisation are shaping education and how we can harness these changes to create new opportunities for connection, learning, and advocacy. The High-Level Political Forum on Sustainable Deve The High-Level Political Forum on Sustainable Development (HLPF) will soon be convened from Tuesday, 7 July, to Wednesday, 15 July 2026, under the auspices of the Economic and Social Council (ECOSOC). The theme for the 2026 HLPF is "Transformative, equitable, innovative and coordinated actions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for a sustainable future for all." The Goals to undergo in-depth review are Goals 6 (Clean Water and Sanitation), 7 (Affordable and Clean Energy), 9 (Industry, Innovation, and Infrastructure), 11 (Sustainable Cities and Communities), and 17 (Partnerships for the Goals). ASPBAE contributed to the Sectoral Paper for the HLPF 2026 of the Major Groups and Other Stakeholders’ (MGoS) Education and Academia Stakeholder Group (EASG), which presents key recommendations and policy perspectives on the role of education in advancing sustainable development. Inputs were drawn from the ASPBAE Civil Society Spotlight Reports on SDG 4 developed with national education coalition members and youth representatives. The publication will contribute to EASG’s advocacy and engagement throughout the High-Level Political Forum 2026 and ongoing discussions on the future of education and the post-2030 agenda. ASPBAE’s Advocacy and Youth Engagement Officer Lae ASPBAE’s Advocacy and Youth Engagement Officer Lae Santiago was among the speakers at Tzu Chi Foundation’s International Youth Leadership Program session with the theme, "Advancing Inclusive and Transformative Education: Community-Based Approaches and Youth Leadership for #SDG4" on 16 May 2026. The dialogue brought together lived experiences, insights, and youth perspectives, exploring how education can be made more inclusive, relevant, and impactful. It aimed to highlight real-world best practices that have demonstrated meaningful impact, explore key barriers and gaps preventing inclusive and quality education for all, and foster cross-sector dialogue on practical actions and partnerships to advance SDG 4. Offering the regional context, Lae shared updates on the Asia Pacific progress towards SDG 4, highlighting the need to prioritize equity and inclusion in and through education above all and the role of youth and civil society in advocating for the right to education. We need sign language interpretation!" - Trần Minh Tường, Hiệp Hội Vì Giáo Dục Cho Mọi Người Việt Nam - VAEFA Youth Representative and Global Partnership for Education Youth Leader Vietnam has made efforts to make its educational system more inclusive and equitable. However, challenges remain in providing quality education to disadvantaged groups of learners, specifically learners with disabilities and ethnic minority learners. For #GAWE2026, VAEFA recommends the following to guarantee inclusive, equitable, and quality education systems for all youth: 🎯Ensure the allocation of at least 20% of the State budget (or 6% of GDP) for education, with all the provinces meeting their share of at least 20% of their local budgets for education. 🌱Improve the budget allocation for education to prioritize groups that are identified as "left behind," including learners with disabilities, ethnic minority learners, and migrant learners. ⚖️Good models of effective and quality education for learners with disabilities in general, deaf learners, blind learners, and deaf-blind learners should be financially supported and replicated to ensure the right to education of these most marginalized groups. #FundEducation #ASPBAEYouthCorner #LeadingSDG4 #GPEReplenishmentCampaign #MultiplyPossibility

This increased investment should be accompanied by measures to ensure that resources are used effectively and efficiently. 🎯 Prioritizing equitable resource allocation, ensuring that resources are allocated equitably to address disparities between regions and schools, with a particular focus on disadvantaged areas and marginalized groups, including youth. Nepal has committed to investing 15-20% of its ann Nepal has committed to investing 15-20% of its annual budget to public education aligned with international financing benchmarks as set in the Education 2030 Framework for Action. This commitment has been reaffirmed by the state in national school sector plans and at the international level, through the Nepal government’s pledge for domestic financing in the Global Partnership for Education’s (GPE) financing campaign. Despite this commitment, much more needs to be done. 🌐 Rewinding to this day, last month: ASPBAE brough 🌐 Rewinding to this day, last month: ASPBAE brought together its Executive Council (EC) members and Secretariat staff in Manila, Philippines, from 23 to 26 March 2026. The meeting served as a key space to review progress, align priorities, and update ASPBAE’s strategic directions until 2028, grounded in collective reflections on the rapidly-changing landscape for education and development. Discussions included the Secretary General’s 2025 Report, review of achievements and lessons learned, and the proposed plans for 2026-2028, alongside strategic conversations on adapting ASPBAE’s work to remain responsive and impactful. The meeting was also joined by the DVV International Regional Office South and Southeast Asia Regional Director, Uwe Gartenschlaeger, and the President of the International Council for Adult Education (ICAE), Robbie Guevara, further enriching the discussions with international perspectives. A learning visit to Intramuros, Manila sensitised participants to the Philippine social, cultural and political history, grounding contextual conversations while creating space to connect beyond the meeting room.

The #GAWE2026 marks the 24th annual global campaign led by the Global Campaign for Education (GCE) to advance the right to education. The coordinated campaign will be from April 20 to 25, with the theme of #EducationFinancing. With five years left until the 2030 deadline for the SDGs, ASPBAE is calling on governments to seriously address the financing gap in education and other public services. ✨2025 YEAR END HIGHLIGHT! ✨ Concluding another busy and impactful year for ASPBAE by spotlighting its Hall of Fame (HoF) Award for International Adult and Continuing Education. During the Solidarity Dinner organised in Vientiane, Laos on 25 November, ASPBAE celebrated this milestone together with the representatives of its members, partners, staff and Executive Council (EC). ASPBAE President, Peter-Clinton Foaese, shared his reflections on receiving this Award in Oklahoma, USA, and recognised the HoF inductees from the ASPBAE leaders and partners. The ASPBAE Secretary-General (SG), Helen Dabu, complemented his message by highlighting that this Award is only possible through the enduring support and commitment of ASPBAE members, partners, the previous and current ASPBAE leadership - EC representatives and SGs - and the competent support of its staff, past and present.
