nginx serving R scripts via CGI/FastRWeb

"~" means "regex".
"^" means "start of string".
"$" means "end of string".
This location will only match requests that are
 /cgi-bin/R
or
 /cgi-bin/R?something
and not
 /cgi-bin/R/something
