Here is a list of 75+ packages on my (fairly minimal) ArchLinux
installation, that provide libraries and header files, but do NOT
provide a pkg-config script:
 acl, aspell, attr, binutils, bzip2, cdparanoia, cloog-ppl, cracklib,
 db, dhcp, expat, faac, faad2, fam, file, flex, freeglut, gdbm,
 gettext, giflib, gpgme, gpm, icu, jasper, lame, libassuan, libcap,
 libcups, libdownload, libevent, libfetch, libgcrypt, libgpg-error,
 libieee1284, libjpeg, libksba, libldap, libmcrypt, libmikmod, libmng,
 libmp4v2, libmpc, libmysqlclient, libpcap, libsasl, libtiff, libwmf,
 libx86, lzo2, mhash, mpfr, ncurses, net-snmp, ntfsprogs, openjpeg,
 openslp, pam, pciutils, php, postgresql-libs, ppl, procps, pth,
 python, readline, samba, sane, sg3_utils, smbclient, smpeg, tcl,
 tidyhtml, unixodbc, wine, xmlrpc-c, xvidcore...
So apparently the lack of pkg-config support is not so much of a
show-stopper as some people would like for us to believe.
IMO, a wiki page would be the proper place for documentation for
packagers who want to add a lua.pc ( or lua5.2.pc or lua52.pc or
lua-5.2.pc -- most distros can't even agree on what it should be
named, much less what it should contain! ).
Maybe a mention of the wiki page in Lua's INSTALL file would also
be helpful.
