Anyone is more than welcome to translate the reference manual to other
languages, as it has been done to Portuguese, Russian, Spanish, and
Hungarian (http://www.lua.org/manual/5.1/index.html).
The book (assuming that you are talking about Programming in Lua),
however, has a restricted copyright, and currently we authorise only
comercial translations.
"documentation" is a little vague; what do you have in mind besides
the manual and the book?
