| 内容記述 | 米の自給を達成したポスト緑の革命期のインドネシア・ジャワにおいては,環境,農家経営,肥料補助金(財政)への負担を軽減する低投入農法の普及による,持続的な米の増産が志向されている。しかし,「有機SRI(System of Rice Intensification)」というインドネシアにおける代表的な低投入稲作農法の普及は遅れている。本稿の目的は,国内で初めて有機米の輸出を実現した農村における有機SRIの普及過程の社会ネットワーク分析を通じて,低投入農法の普及が,農家の経営収支,農家間の社会関係,農村の農業労働者の雇用制度に与える影響を明らかにすることである。 検討の結果,(1)有機SRIを導入した農家は導入していない農家に比べ,高い経済収益を得ていること,(2)一部の農家が有機SRIの普及の主体として別の農家に技術を指導するなど,有機SRIの普及が近隣に住む農家の間のコミュニケーションを活発化していること,(3)農村に住む零細規模の農家や土地なし層への所得分配を促す伝統的な雇用労働制度は,主に有機SRIを導入していない農家によって維持されていること,の3点が明らかになった。 調査地における有機米のブランド化のシステムは,低投入農法の普及が,農家所得の増加・社会関係の活性化をもたらすモデルケースとして,他地域にも適用されている。ただし,こうしたシステムは,伝統的な雇用労働制度を衰退させ,農村の所得格差を拡大させる要因となっている。更に低投入農法が広範囲に普及するためには,農法の変化に伴う急速な社会経済的変化の影響を緩和するような,社会の制度の調整が必要になると考えられる。 |

| 内容記述 | After achieving self-sustainability in rice, post-green revolution Indonesia now aspires to achieve sustainable enhancement in rice production through the diffusion of low-input agricultural technology or organic farming, which can reduce the burden on the environment, farmers’ operations, and public finance for subsidize chemical fertilizers. However, the diffusion of the typical low-input rice cultivating technology in Indonesia called the "organic System of Rice Intensification(SRI)" is slow. This study employs social network analysis for organic SRI diffusion in a community that is the first organic rice exporter in Indonesia, to examine the effects of low-input agricultural technology diffusion on farmers’ operations, social networks among farmers, and local agricultural labor employment institutions. The results are as follows.(1)The income of farmers who introduced organic SRI is higher than those who did not.(2)The diffusion of organic SRI activated the farmers’ social networks through mutual learning of technology.(3)Farmers who have not introduced organic SRI mainly maintain the local employment institutions, which distribute income to small-sized farmers and landless individuals. The local rice branding system of the case community, using low-input agricultural technologies such as organic SRI, has increased farmer income and activated the local socio-economy; this is now applicable to other communities as a model case. At once, the diffusion of low-input agricultural technology has caused a severe decline in the income distribution function of the traditional employment system. For further diffusion of low-input agricultural technology, it is necessary to adjust social institutions to correct the socio-economic disparity between farmers that can introduce organic SRI and farmers that cannot. |
