Justice Minister Visited HongKong and India
A Japanese delegation headed by Justice Minister Yamashita visited the Hong Kong
Special Administrative Region of the People’s Republic of China (HKSAR) and India
from January 8th to 12th, 2019.
In the HKSAR, Minister Yamashita met with Mr. Matthew Cheung, the Hon. Chief
Secretary for Administration, and Ms. Teresa Cheng, the Hon. Secretary for Justice.
In India, Minister Yamashita met with Mr. Ranjan Gogoi, the Hon. Chief Justice of
India, Mr. Rajnath Singh, the Hon. Home Minister and Mr. Ravi Shankar Prasad,
the Hon. Minister of Law and Justice. Minister Yamashita exchanged views with
them according to their respective competencies. Furthermore, Minister Yamashita
visited arbitral institutions (the Hong Kong International Arbitration Centre and
the Delhi International Arbitration Center) and other institutions and facilities
related to the Ministry of Justice, such as airport facilities.
An overview of the visit is as follows.
Overview
Minister Yamashita and Justice Secretary Cheng signed a memorandum of
cooperation (MOC) between the Ministry of Justice of Japan (MOJ) and the
Department of Justice of the HKSAR. The MOC mainly covers cooperation in
promoting international arbitration and international mediation.

During the official visit, Minister Yamashita explained the MOJ’s international
policies to the ministers and justices and urged closer cooperation in several fields.
For example, Minister Yamashita exchanged views and information on topics
including: the revision of the Immigration Control and Recognition of Refugees Act
in December of last year; the technical intern training, and realization of
harmonious society with foreign workers; hosting of the United Nations Congress on
Crime Prevention and Criminal Justice in Kyoto; establishment of a foundation for
promoting international arbitration; and promotion of translation of Japanese laws
into English.
The official visit to HKSAR and India promoted mutual understanding between the
MOJ and its counterparts, which helped develop cooperative relations that will be
necessary for expanding "Justice Affairs Diplomacy", by which the MOJ aims to
achieve the rule of law in Japan and promote it globally in all international
activities.
