The First Civil Code in Laos Entered into Force (May 27, 2020)

The first civil code of the Lao People’s Democratic Republic entered into force on May 27, 2020.

Since 1998, Japan has provided legal technical assistance and consistently supported the development of the legal system in Laos. The assistance includes drafting laws, improving legal systems for the enforcement and operation of laws, and capacity-building of legal professionals. Since 2012, as part of such legal technical assistance, Japan provided support in drafting the Lao Civil Code.

Following the approval by the National Assembly of Laos on December 6, 2018, the first civil code became effective in May 2020.
This is a landmark of Japanese legal technical assistance, which develops strong relationships with partner countries based on mutual trust and respect.

It is our hope that this civil code will take root in Lao society and contribute to the realization of the rights of the people and social and economic development of Laos.
The Ministry of Justice of Japan will continue to actively engage in legal technical assistance with Laos, based upon its needs and in cooperation with relevant organizations, including the Japan International Cooperation Agency (JICA).
