Several current complex humanitarian emergencies are pushing the international community to come up with improved responses to crises. Mega disasters, forced displacement and pandemics each have their own features that require specific strategies and tools to come up with solutions that not only attack the symptoms, but also help in the recovery and the prevention of future emergencies. The international system is, however, devised in terms of the supply of aid, that is humanitarian and development action, and not in terms of the demand, and thus transformation is required in order to be up to the task. This problem was one of the main issues discussed during the World Humanitarian Summit last May in Istanbul, where working differently to end need was stressed, and there was also a recognition that there is still much to be done.

JICA Research Institute will host an open seminar to discuss the main issues at stake when we aim to link humanitarian and development action. The seminar will be part of the ongoing research project "Comparative Study of Humanitarian Crisis Management from the Perspective of Bilateral Cooperation Agencies." Keynote speakers will be Julia Steets, director of the Global Public Policy Institute (GPPi) in Berlin, and Atsushi Hanatani, director of the Office for Peacebuilding and Reconstruction, JICA. Their speeches will be followed by comments from professors Yukie Osa (Rikkyo University), Toshiya Hoshino (Osaka University), and Hiroshi Higashiura (Japanese Red Cross College of Nursing).
