Objection Procedures

Objection Procedures based on the Guidelines for Environmental and Social Considerations

JICA responds to objections regarding its compliance with the Guidelines for Environmental and Social Considerations. It is one of JICA's measures to ensure its compliance with the Guidelines, and is carried out in accordance with the Objection Procedures based on the JICA Guidelines for Environmental and Social Considerations.

Objectives of the Objection Procedures are:

  • 1 . To investigate whether JICA has complied with the JICA Guidelines and report the results to the JICA's President, and
  • 2 . To facilitate consensual dialogues between the parties concerned for the prompt resolution of disputes concerning specific environmental and/or social issues that arose from JICA-assisted projects due to JICA's non-compliance with the JICA Guidelines.

To this end, JICA established the Examiners for the Guidelines, who directly report to the President and are independent from departments responsible for project management or environmental review. Residents of the country where JICA-assisted project is being implemented who have suffered or likely to suffer damage due to JICA's non-compliance with the JICA Guidelines may submit their request to raise objection to the Examiners, in accordance with the Objection Procedures that apply to the project in question. Please refer to the Objection Procedures below for procedures regarding the submission of the request.
