​The ​Rules of Procedure of the International Frequency Registration Board (IFRB) and the​ Rules of Procedure approved by the Radio Regulations Board (RRB) are regulatory documents that complement the Radio Regulations by providing clarification of the application of particular Regulations or by establishing the necessary practical procedures that may not be provided for in the current Regulatory Provisions.​​

​​The Rules of Procedure were originally developed by the International Frequency Registration Board (IFRB) in response to provision No. 1001 of the Radio Regulations. From 1947 to 1993, the IRFB was responsible for distributing the Rules of Procedure and the associated Technical Standards to all Members of the Union, in accordance with RR1001.1.​

​​Following the Additional Plenipotentiary Conference (Geneva, 1992) and the changes in the structure of the Union, the Radio Regulations Board (RRB) was created. As part of the 1992 changes, the administrative duties undertaken by the previous IFRB secretariat were moved into the new Radiocommunication Bureau (BR), and the complex tasks, amongst others, of interpreting and monitoring compliance with the Radio Regulations were given to the new RRB including revising and approving the ​Rules of Procedures.

​Following a world radiocommunication conference, the RRB undertakes a comprehensive review and revision of the Rules of Procedure resulting in the publication of a new edition. In addition, updates are issued following RRB meetings. This digital collection includes all available editions and associated updates of the Rules of Procedure of the IFRB and the Rules of Procedure approved by the RRB​.
