Regarding Retrospective Open Access of Published Papers
Editorial Board Liaison Meeting
The Institute of Electronics, Information and Communication Engineers (IEICE) has introduced a new system that allows authors to make previously published papers in the IEICE Transactions open access on the IEICE public site, the IEICE Digital Library, through a prescribed procedure.
If you wish to make any of your past papers open access, please apply by following the instructions below.

Papers published in the IEICE Transactions that are not currently open access on platforms such as J-STAGE or IEEE Xplore.

Those who wish to make their papers open access are requested to apply via the application page: https://forms.office.com/r/gpnKnbV3Ab - Invoice and Payment
After confirming the details of your application, an invoice will be issued.
The fee is 110,000 JPY (tax included) per paper. - Public Notice of Open Access
Once payment has been confirmed, an announcement regarding the open access of the paper will be posted on the IEICE website for about one month. - Open Access Implementation
If there are no objections during the notice period, the paper will be made open access on the IEICE Digital Library approximately one week after the notice period ends.
