What is SIP?

The Cross-ministerial Strategic Innovation Promotion Program (SIP) is a national project for science, technology and innovation, spearheaded by the Council for Science, Technology and Innovation as it exercises its headquarters function to accomplish its role in leading science, technology and innovation beyond the framework of government ministries and traditional disciplines.

Structure of Research Conduct

  • In order to efficiently and effectively utilize the functions of the Governing Board (GB), PD, and Research Promotion Corporation, and to promote not only technological development but also efforts toward social transformation from multiple perspectives in the third term of the SIP, a 3 layers structure has been established for management.
  • Each layer is not independently or unilaterally involved, but is related to each other and builds a system to proceed through communication.
  • The Governing Board is consisted of the executive members of CSTI and sets the missions, selects PDs and evaluates the program in focusing on strategies based on social implementation.
  • Select directors for each program (PD) (assigned by Prime Minister with the consent of Governing Board (hereinafter referred to as GB) ). PD creates strategies and R&D plans for social implementation. Furthermore, PD makes proposals to related projects and cooperates with related ministries and initiatives of industry.
  • Research Promotion Corporation and PM manages R&D themes by public offering/contracting and conducts peer review.

Development of Circular Economy System

In the third phase of the SIP, which commenced in FY2023, 14 projects have been adopted, and the Environmental Restoration and Conservation Agency (ERCA) is tasked with promoting research on the "Development of Circular Economy System". This effort is led by Program Director ITO Kohzo (Professor at the University of Tokyo).

Overview image of the implementation system: In the SIP Program, a program director is selected for each proposal and appointed after approval by the Governing Board. PD manage programs from a cross-ministerial perspective.

Invented tough polymer materials, established university venture, and served as PM of ImPACT /Moonshot and president of Society of Polymer Science. World authority in field of polymers.

OKABE Tomonaga (Tohoku University)
Specializes in mechanical modeling of polymers and composite materials. In 2022, awarded title of Research Professor by Tohoku University. Only Japanese EC member of international Society for Composite Materials.

Specializes in social psychology and social cognition. Served as president of Japanese Group Dynamics Association and Japanese Society of Social Psychology. Received Publication Award of 2018 Japanese Society of Social Psychology.

TAKAOKA Masaki (Kyoto University)
Researches technology and system development in the field of waste treatment and recycling. Serves as vice president of Japan Society of Material Cycles and Waste Management. Expert in this field.

UMEDA Yasushi (The University of Tokyo)
Specializes in life cycle engineering, eco-design, and circular economy. Expert in ISO TC323, international standard for CE. Serves as board member of Institute of Life Cycle Assessment, Japan

Served as a Managing Executive Officer in the basic research, product development, and new business development divisions at Bridgestone Corporation. Joined Global Brain Corporation, a VC firm, in 2024.

HARITA Makoto (HARITA Co., Ltd.)
Is the president of a comprehensive recycling company for intermediate waste, end-of-life vehicles and home appliances, etc. Serves as member of ISO TC323, METI CE Domestic Review Committee, Small Home Appliance WG., and Circular Economy Vision Study Group (2019-2020).
