Deletes all the libraries.

Unless called with the optional mode argument, the lazyfree-lazy-user-flush configuration directive sets the effective behavior. Valid modes are:

• ASYNC: Asynchronously flush the libraries.
• SYNC: Synchronously flush the libraries.
