ddd47b4619 Enable release notes translation 
Releasenote translation publishing is being prepared. 'locale_dirs'
needs to be defined in conf.py to generate translated version of the
release notes.
Note that this repository might not get translated release notes - or
no translations at all - but we add the entry here nevertheless to
prepare for it.

42adffffe1 Add release notes for mitaka 
In the future we will add one release note file
within each relevant change.
For mitaka I'm doing this in one shot.

9315d41f81 fix release notes build 
Add the missing file to show changes from the "current" branch, allowing
reviewers to see how release notes file render before approving the
patches.
Remove the stray reference to README.rst in the toctree, since there is
no such file.
Add the -W option to the build so that bad notes that break sphinx fail
the release notes job.
