Advertise support for python 3 and drop py34 jobs The gating on python 3.4 is restricted to <= Mitaka. This is due to the change from Ubuntu Trusty to Xenial, where only python3.5 is available. Initial proposal with db layer, API extension and client extension This initial commit is tightly integrated with current neutron master.
