When installing OpenCoarrays using the latest version of Spack the build is failing.

This new version of Spack supports GFortran 15.1.0, which is what I'm using.

@rouson thinks a new release from the head of the main branch should resolve this issue.

BTW this is on Ubuntu 24.04.2 ARM.
